Fog is clouds at ground level. So start there. Cumulonimbus (thunderstorm) clouds can start at about 2000 feet and tower up to some 9-10 miles.
We usually think of clouds as being up in the sky, but when conditions are right, a cloud can form at ground level, too. Then it’s called “ fog. ” If you’ve ever walked through fog, you’ve walked through a cloud. Type 1 cumulus clouds are flat and thin in appearance, and indicate that the air that is rising to form them is not able to rise very far.

This happens when a sudden heavy rainfall pours in a span of less than half an hour.
